Mental Health Diversion and Competency to Stand Trial
Limited Capacity filling up

In 2018, California legislated a new type of court-ordered mental health diversion with the goal of reducing the number of people referred to state hospital to have their competency to stand trial restored. As states across the country grapple with state behavioral health policy strategies and often with increases in incompetent to stand trial (IST) referrals, what are the opportunities available through mental health diversion? This session will use California has an example to illustrate emerging themes and challenges in this area, including screening & assessment for diversion and mitigating and managing risk for people who are on diversion.

The Future is Female: Applying Gender-Responsive Principles Improves Outcomes for Justice Involved Women
Limited Capacity seats available

Despite established research that gender-responsive practices and policies improve outcomes for women, they have not been established as an industry standard within corrections. In fact, rather than progressively moving toward gender-informed approaches as standard practice, experts have noted that a “false belief continues to circulate in the field that gender-responsive strategies is a ‘boutique’ topic of questionable or limited worth” (Salisbury, 2015: 330). This session will introduce gender-responsive principles and examine how they can be applied in local programs and statewide systems to improve outcomes for justice involved women.

Pushing the Policy Envelope: How Far Can and Should we go to Advance What Research Suggests Will Improve Outcomes for Youth and Adults in the Justice System?
Limited Capacity filling up

Across many projects at the Justice Center, we are required to make recommendations to policymakers and agency leaders on how best to improve their justice systems. In doing so, we must often balance what data illustrates are the critical system challenges and research would suggest are the best ways to address these challenges with what is politically palatable and feasible. The goal of this session is to engage in a cross-divisional discussion about emerging reform strategies in the juvenile and adult systems that push the boundaries of what the Justice Center has typically recommended; consider to what extent and in what ways we feel comfortable advancing such strategies; and more generally, discuss the challenge of working with jurisdictions to advance those reforms that are most feasible vs. what we think would be most effective.
